So we agree that the best policy for fighting militant Islam is (1) capturing or killing terrorists, (2) extracting useful information from captured terrorists as efficiently as possible by any means that proves effective, (3) executing them in a humiliating, honor-destroying fashion as soon as objective (2) is met.
Like I said, new tactics are required when the rules of engagement for the enemy are "there are no rules."
