The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

ARTICLE SNIPPET: "WASHINGTON (Reuters) - An international organization representing police chiefs has broadened its policy for the use of deadly force by telling officers to shoot suspected suicide bombers in the head, The Washington Post reported on Thursday.

The International Association of Chiefs of Police issued new guidelines to its 20,000 members about two weeks before British police shot dead a Brazilian electrician because they mistook him for a suicide bomber, the newspaper said.

U.S. law enforcement officers typically had been authorized previously to use deadly force if lives were in imminent danger, the newspaper said."

Good, it pleases me when someone else sees the curves that I see.

Everyone puts in the name and searches, but to me it is the other stuff that fills in the gaps.

Mama Dearest found a report that says our Gov. is now writing a program that will do a granny search, it seems they have decided that they need more than the search for the names. sounded like a granny google to me.

Does anyone else get Google alerts, the last 20 that I have
opened tonight, that dealt with terror, won't work, I get the no server window.

Usually, if I put the mouse over the title, I can see what the URL is, tonight, there is a bunch of google address in front and you can't even guess where to go on most of them.

It is good that you are able to find things on the sites that I cannot go to with my old machine. We can't all cover all of them every day.

"16 illegals caught in raids over fake papers"

ARTICLE SNIPPET: "U.S. Immigration and Customs Enforcement (ICE) agents yesterday arrested 16 persons in raids on a suspected counterfeit document ring that operated "open-air markets" in Washington's Adams Morgan neighborhood and in Hyattsville.

ICE spokesman Dean Boyd said the agents discovered and seized phony Social Security cards, laminating machines, typewriters and more than 20 bags of "documentary evidence" during raids at five locations. All of those arrested were identified as illegal aliens."

ARTICLE SNIPPET: "Since there are about 5,000 members of the murderous Mara Salvatrucha (MS-13) gang in the Washington area, it's hard to get too excited about the apprehension of 11 in the past few weeks. Still, the announcement Monday that U.S. Immigration and Customs Enforcement agents have arrested more than 1,000 gang members nationwide so far this year is good news.

Originally intended to dismantle only the MS-13 gang, ICE's anti-gang initiative, Operation Community Shield, extended its mission in May to track more than 80 violent street gangs in 30 states. Almost all of these gangs consist of illegal aliens from Central and Latin American, though a few, like the Asian Boyz and the Jamaican Posse, reveal that the problem is global. Of the 1,000 gang members who have been arrested this year, 90 percent have been illegal aliens. Suspects were caught in nearly every major U.S. city, as well as in the rural areas of Iowa, South Dakota and Nebraska. "We're just getting started," said Marcy Forman, ICE's director of investigations. Let's hope so. Street gangs now account for 93 percent of all homicides in which organized crime is the suspected cause, according to the FBI."

Britain braces itself for another nervy Thursday

FOUR weeks after suicide bombers brought carnage to London, the country
is holding its breath today on alert for another terrorist attack.

Tension and the nerves will be felt by millions of commuters and
thousands of police who know that -- for their own perverse reasons -- the
bombers have chosen Thursday as a day of atrocity.

Those using the London Underground and the capital's red buses this
morning will remember that it was four Thursdays ago that British-born
suicide bombers massacred 52 innocent people.

The Piccadilly Line will be fully operational for the first time today
since the July 7 attacks when 26 people died on a train from King's
Cross to Russell Square, the highest toll in the synchronised attacks.

A fortnight later, four more alleged bombers attempted a repeat attack.
Sir Ian Blair, the Metropolitan Police Commissioner, said that only a
mistake by the bombmaker prevented more carnage.

Last Thursday saw the biggest security presence on the streets of
London since the Second World War, after intelligence warnings of another
terrorist strike. Even more police will be on duty today, including more
than 3,000 marksmen.

Counter-terrorist officers and the intelligence agencies do not know
why the terrorists have chosen Thursdays for their missions but one
Scotland Yard officer said last night that police could not take chances.
"We have had either atrocity or alerts on two out of three of the last
Thursdays," he said.

As police reinforcements poured into London last night in a determined
show of reassurance and defiance, senior officers recognised that the
huge presence may prompt the terrorists to go for another soft target in
a different city.

"We do not know what it is the minds of these deeply evil people but we
are doing all we can to thwart them with the public’s help and
determination," one senior officer said.

As the huge Scotland Yard security operation got under way, police
brought the first criminal charge last night since the attacks.

Ismael Abdurahman, 23, from Kennington, South London, was charged with
withholding information that could have led to the arrest of Hussain
Osman, who allegedly tried to blow up a Tube train at Shepherd's Bush on
July 21.

Mr Abdurahman will appear before Bow Street Magistrates' Court this
morning. Fourteen other people are in British custody, including three
suspected bombers from the failed July 21 operation. The fourth -- Mr
Osman -- is being held in Rome.

The leader of London's rank-and-file police gave warning that his
members' ability to protect London could be fatally compromised unless they
had time to rest and recuperate. Glen Smyth, chairman of the
Metropolitan Police Federation, said that many officers had endured an
"exhausting regime" since the bombings.

Sir Ian admits that his forces are stretched and there is no sign that
Scotland Yard can drop its guard yet.

Police teams are still investigating possible links between the July 7
and July 21 teams. They have established that both groups used
home-made explosives but not whether the chemicals are exactly the same.
Scientists believe that there may be two bombmakers.

Detectives are increasingly frustrated that, seven days after Mr Osman
was arrested in Italy, they have not been able to question him
directly.

Only one senior Scotland Yard officer is allowed to sit in on the daily
interrogation of the suspect, who is being held in isolation at Rome's
central prison where he is claiming that there was never an intention
to kill or injure people.

Mr Osman's lawyer, Antonietta Sonnessa, said that he is resisting
extradition because he is "scared what might happen to him in prison in
England". An Italian judge is today expected to set a date for hearing
Britain's extradition request.

A Yorkshire-born al-Qaeda suspect held in Zambia now appears certain to
be handed back to Britain. President Mwanawasa said that Haroon Rashid
Aswat, 31, would be flown to London very soon.

Police sources say that he will be questioned about the London bombings
and other matters. The FBI had wanted to interrogate him about his
alleged role in trying to set up al-Qaeda training camps in Oregon in 1999.

His parents, from Dewsbury, want the Government to ensure that their
estranged son is not handed over to the US as they fear that he will be
taken to Guantanamo Bay.

TERRORISTS' MISSILE KILLS GAZA KID, 6

August 3, 2005 -- JERUSALEM -- An attempt by Palestinian terrorists to
attack Israelis backfired yesterday when missiles aimed at Jewish
protesters went off course and killed a 6-year-old Palestinian boy and
wounded others.

The rockets were aimed at the southern Israeli town of Sderot near the
Gaza Strip, where tens of thousands of Israelis were marching to
protest Prime Minister Ariel Sharon's withdrawal plan, which begins Aug. 17.

Two of yesterday's rockets landed in Palestinian areas, while a third
landed in an open field in Sderot.

The dead boy was ID'd as Yasser Adnan Ashkar.

Five of the wounded were kids, including four children of Hisham Abdel
Razek, a former Palestinian Cabinet minister. His wife, too, also
wounded.

Palestinian militants also shot an anti-tank rocket at an Israeli
convoy traveling to the isolated settlement of Netzarim, according to the
Israeli army. There were no reports of injuries.

The Islamic Jihad and the Popular Front for the Liberation of Palestine
terror groups claimed responsibility for that attack.

The protest had originally been banned by Israeli authorities on the
grounds that the military could not guarantee the safety of the marchers
from Palestinian rockets.

The 20,000 to 40,000 marchers were met by 15,000 security officers to
ensure that the protesters did not try to enter Gaza in an attempt to
complicate the pullout.

US Citizens should also remember to look the other way when crossing the road.

(the reality being that more US citizens died in Auto accidents in the UK in June than in terror events).

WASHINGTON, Aug. 3, 2005 – Establishing a democracy in the heart of the Middle East "will deal a serious blow" to terrorists' hateful ideology, President Bush said today.
Bush spoke at the American Legislative Exchange Council in Grapevine, Texas. He said the violence in recent days in Iraq shows what enemies of democracy are capable of in pursuing their goals. Twenty-one U.S. Marines have died in Iraq since Aug. 1.

"These terrorists and insurgents will use brutal tactics because they're trying to shake the will of the United States of America," Bush said. "They want us to retreat. They want us, in our compassion for the innocent, (to) say we're through."

But that will not happen, the president said. "They do not understand the character and the strength of the United States of America," he said. "They do not understand our desire to protect ourselves, to protect our friends, protect our allies and to spread freedom around the world."

Bush said the Americans who have been killed in Iraq and Afghanistan "have died in a noble cause and a selfless cause." He said the United States will honor their sacrifices by completing the mission.

Bush reiterated the military strategy in Iraq. He said coalition forces, including Iraqi forces, will continue to hunt down terrorists. Other forces will continue to train Iraqi security forces. "As Iraqis stand up, Americans and coalition forces will stand down," Bush said. "And we're making progress. More and more Iraqi units are more and more capable of defending themselves."

Bush said there is no timetable for the return of American forces, adding that any decision will be event-driven. "It makes no sense for the commander in chief to put out a timetable," he said. "We're at war. We're facing an enemy that is ruthless, and if we put out a timetable, the enemy would adjust their tactics."

The president said the political track also is moving forward in Iraq. The country's National Assembly is working on a constitution, and members have pledged to have the document ready by Aug. 15. The Iraqi people will have a chance to vote on it Oct. 15. If accepted, a new government under the constitution would be elected Dec. 15.

"At the heart of much of my policy is this firm belief: that freedom is the gift of an Almighty to every person in this world," he said. "Doesn't matter who you are. Embedded in your soul is the deep desire to live in freedom. That's what I believe.

"And if you believe that, then you shouldn't be all that surprised when, if given a chance, 8 million-plus people, in defiance of car bombers and killers and terrorists said loud and clear to the world, 'We want to be free. We want to live in a democracy. We want a government that listens to us and doesn't tell us what to do.'"

SUDAN: LEADER DIES BUT HOPE CAN LIVE
- calling for prayer for Sudan: "Put your hope in God..."

AUSTRALIA (ANS) -- In 1983 Sudan's President Numayri defied the 1972 Addis Ababa Accords that gave autonomy to South Sudan (predominantly African animists and Christians) and declared that all Sudan would come under Islamic Sharia Law. The Southerners refused Islamisation and fought to regain autonomy and religious freedom for the South, while the Arab Muslim Government of Sudan (GoS) fought a jihad to bring all of Sudan into submission under Islam. The war/jihad was marked by its appalling barbarity and inhumanity, as well as its invisibility.

When I (EK) started to write for this WEA Religious Liberty Prayer Ministry in mid-1999, the war/jihad was at its peak. From 1999, the million dollars a day it was costing the GoS was funded with revenues from oil pumped from the south. Especially in these oil-rich regions, ethnic cleansing intensified: bombing raids, including chemical weapons; scorched earth warfare and slave raids using Islamic paramilitaries; and forced starvation through GoS-mandated humanitarian aid blockades. The GoS was also expert at 'divide and conquer' techniques, adeptly setting southern tribes against each other, further complicating the war and weakening the SPLM/A (Sudan People's Liberation Movement/Army). Through all these years of horror and terror, the SPLM/A's larger-than-life leader, the authoritarian John Garang, held the South Sudanese together and led them.

During the late 1990s intercession for Sudan increased markedly, and Christian advocacy gained not only momentum but political leverage, especially in the USA. After the 11 September 2001 terror attacks, the USA could no longer tolerate states such as Sudan sponsoring terrorism. The fact that Sudan's President al-Bashir had split with National Islamic Front (NIF) leader Hassan al-Turabi (Sudan's chief Islamist) made it easier for the GoS to yield to America's demands that they crack down on terrorism and end the jihad against the South. Peace talks received fresh impetus and the historic Machakos Protocol, a peace deal that restored autonomy and religious freedom to South Sudan, was signed on 20 July 2002. It took a further two-and-a-half years to finalise the details, with a comprehensive peace deal signed on 31 December 2004, officially ending 21 years of war. John Garang led the SPLM through the entire, often tortuous, peace negotiating process.

On Saturday 9 July 2005, John Garang (60), President of Southern Sudan, was sworn in as the First Vice President of Sudan's new national unity government. Southerners were jubilant. Oppressed Sudanese, such as those in Darfur, rejoiced at Garang's appointment, hoping he might secure peace and rights for them. Sudan was abuzz with optimism and hope.

On the weekend of 30-31 July, Garang's helicopter went down en route from Uganda to Sudan. There were no survivors. Present indications are there was no foul play and bad weather caused the crash, but a full investigation has been launched. John Garang is dead. The Southerners are devastated. They feel leaderless, hopeless, and deeply suspicious. On 1 August, ethnic and sectarian conflict broke out in Khartoum as Southerners attacked Arabs, with several fatalities. Rioting also erupted in Juba (South Sudan) where Arab-owned properties and businesses were targeted, with no human casualties. On 2 August, the Khartoum Monitor reported Arabs were retaliating. Southerners had been shot and their homes ransacked. A church and school were also attacked, with children
being killed.

The SPLM has announced that Garang's deputy, Salva Kiir Mayardit, will replace him as leader of the SPLM, President of South Sudan, and Vice President in the national unity government. The SPLM has reiterated its commitment to fulfilling Garang's vision of a peaceful, free, and prosperous South Sudan. However, some analysts fear Garang's death could derail the process.

God to use President al-Bashir and Vice President Salva Kiir Mayardit as instruments of his purpose to extend peace, justice, religious liberty and health across impoverished, war-ravaged Sudan.

God to raise up righteous, just, godly, servant-hearted leaders and workers across Sudan at every level: in churches, in communities, and in local, provincial and national government.

God to bless the longsuffering Sudanese Church with grace, strength and integrity, and with wise pastors and courageous evangelists, supplying all their needs.

May God use the Sudanese Church to heal shattered lives, create wholesome communities, and spread the gospel of his redeeming love, so His name will be glorified throughout Sudan.

ARTICLE SNIPPET: "WASHINGTON - A top State Department official said Wednesday that Venezuela is destabilizing its border area with Colombia by supplying weapons to the country's main leftist insurgency.

Another State Department official later clarified to The Herald that the statement made by Nicholas Burns, the department's third-ranking official, to The Associated Press did not refer to the government of President Hugo Chávez but to Venezuela in general.

Burns said in an interview that the United States is disturbed by what he described as Venezuela's ''massive'' arms imports and he expressed hope that Venezuela ''will refrain from giving support to the FARC,'' referring to Colombia's oldest and largest rebel group, the Revolutionary Armed Forces of Colombia.

Asked if this meant Venezuela has been supporting the FARC with weapons, Burns said yes."
