There are a couple of obvious answers, including to change the policies so that they address the *legitimate* grievances of those people who would otherwise become terrorist supporters or even terrorists themselves.

So, you think the al qaedas, hizbollahs, islamic jihads, PLO's, etc. of the world have "legitimate" grievances based on our foreign policies? You think that by changing our policies, i.e. appeasing the terrorist organizations and state sponsors of terrorism, that we will reduce terrorism? On the contrary, it will only make us look weak and make us an even more attractive target for terrorists. Then, we will need to change our economic policies and our environmental policies to placate the enviroterrorists. The approach you advocate has failed miserably in Europe and everywhere else it has been tried.
