I am not sure. John Miller faced a lot of criticism within the LAPD that he wasnt a cop, and hadnt come up through the ranks. He also had that incident with the gun at LAX (which was leaked to the press) and it came out that he was responding to calls with lights and sirens without state mandated training (also leaked to the press)

Yet another pass at this thing (yes, I'm obsessing over it)

The tape strips that are closer to the stocks of the weapons are bothering me, because they appear deliberate. I've been counting them as part of the code, but they could be separators, in which case (counting all guns, plus the strips on the stocks as spacers):

00000 0111010 10

Which gives us 0 58 2 from left to right (If I'm right about the bottom gun giving us the reading direction).

I'm headed home. I'll think about it on the drive.
