I would take that to mean the website is still "under construction".
Here's another idea -
"The owner still under the warranty"
After all, they do look like shiny new guns!
"under the establishing" may mean "subject to" or "in the process of" being established, settled, organized, made official, stabilized, etc. The signer could be the writer, the one who took the picture, or someone they refer to with that nickname. "Under the establishing" could mean under the rules or law. So "the owner still under the law", or the legal owner.
hmmmm, that's a real poser. Perhaps the signer hasn't been verified as yet? Or the signer is still in the planning stages of something?
