Why don't they issue the landowners a share of the proceeds of the highway, say 0.1 cent per car that crossed the land that used to be theirs?

I think something like has been proposed as one method of payment to the land owner, a royalty in essence.

Because it will cit in the profits of a foreign (Spanish to be more precise ) owned company. Seems to me that after giving away the store, it's dawning on Perry that he ticked off the Republican base in Texas and his reelection chances have gotten very slim.
