I've seen the conflicting reports, too. But I did read that a busload of prisoners have been delivered to the largest prison in LA. Maybe they figured the other prison couldn't absorb all of them, and just let the lower-level offenders go. (Didn't some city do that with lower-level offenders a couple of years ago because a federal judge ruled the prison was overpopulated and that was unconstitutional?)
