In a nutshell, this act bans the Army, Navy, Air Force and Marines from participating in arrests, searches, seizure of evidence and other police-type activity on U.S. soil. The Coast Guard and National Guard troops under the control of state governors are excluded from the act.

This is far from the severity of the gangs, but I just talked with a friend whose family lives in south MS, just north of Hattiesburg in a small town.
She hasn't heard from them since the storm. The family had several commercial chicken houses (through Tyson or Sanderson Farms) and were suppliers.
She said with no electricity there is no way to keep feeding and watering thousands (and I mean thousands) of chickens in those houses. The trucks would come in normally every 3 days or so and bring a fresh supply of food. But with trees down, roads blocked, chaos, etc., she doubts that is happening.
She also doubts that the chicken houses could have withstood the 80 MPH winds that came through there.
Of course, she's mainly concerned about her family, hoping to hear something soon.
Just thought I'd pass this on -- as just another example of how this could affect the rest of the country also.
