Earlier in one of Shep's reports he was asking a policeman where they could send the people who were arriving on their own, and found no help at all. Shep didn't know and the officer didn't know where to send them either. It was very tragic. Complete anarchy.
I read a report earlier that some NOPD are leaving with their families.
The military simply HAS to come in and regain order. Those little thugs need to be faced with bigger guns and either disarm or die.
I saw that also, but assumed from the tone of Shep's voice, and the remainder of his comments in other broadcast bits that he knows where they are "supposed" to go, but he isn't saying for "media" effect.
