When you're upto your .... you better drain the swamp --- quick.
Why not bust through the marshes blocking the LP outflow with a B52 attack (70 750# bombs) and get the city water down to sea level?
Would save alot of lives if done tonight.

The level is close to sea level already. The problem is not rising water anymore.
