That thugs are preventing people from LEAVING by interferring with evacuation procedures and search procedures is just horrific.
Close down the news media, boot them out, bring in the black ops and with loud speakers, mounted on helicopters, announce to those left in the city that ANYONE hampering with the efforts to evacuate people will be shot in place. Period.
Right now, people are too scared to go out and EVEN LET the authorities know they need help.

On the news one man in a building with 9 others. He said all buildings around them had been looted, but theirs had not been. Said they had some food and water, but were running out, had AC and lights because of generators. He said he was worried they would be the next target of criminals. Then The broadcaster asked his address, and he gave it on the air!!! I thought, how stupid...but, hopefully the looters weren't watching TV!
