The same as the excuse used by liberals when their policies fail: They had good intentions.
There are people who have been assaulted now who wouldn't have been assaulted.
There are women who have been raped who wouldn't have been raped.
There are people murdered that would be alive today.
And there are people still stranded who would have been rescued if the sitation had been handled better.
It's obvious to all but the handwringers: You get more of the bahaviors you reinforce. By failing to stop looting when it started, you reinforced it. Their reward was profiting from lawlessness.
