You are the first person to clear that up for me and if you're right, it's criminal that Congress didn't come back immediately when the civil unrest started getting untenable which was at least yesterday morning, if not Tuesday night.
It should not have to take a reconvening of congress to gain control over a city. The reality is that these people have lived with this way of living for so long they don't even recognize how awful it is. This kind of stuff happened in their neighborhoods everyday, now it is happening in broad day light for the world to see. Whose fault? Not mine.
