I fear this is what will be required. Consider that once the major evac is completed, NO will be populated with small pockets of survivors unable to make it to the collection points AND larger pockets of thugs sitting on their loot waiting for the chance to slip out of dodge. The former need help and the latter need judgment. Cordon and search will be the order of the day.

I heard the Marine commander say they were only there to back up the NG and would not be involved in enforcing the law. In fact he said they'd be sending the NG units to areas where they expect confrontation.
I took from the interview that the Insurrection Act HAD NOT been enacted which would give the Marines the ability to maintain and enforce the law.

At least these "insurgents" actually live in the country in which they are establishing their outlaw gangs and attacking civilians.
I've been wondering when the left would start calling the looters insurgents, New Orleans a quagmire, and calling for Bush to pull the troops out of there.

They ( the Gov of LA and the mayor of N.O. ) should have emergency plans already made up months and years before this happened, and called the troops in 72 hours before the storm hit.
They should have had bottled water, food, shelter, and be ready to evacuate 72 hours before the storm hit.
I am starting to believe that they ( the gov of LA, and mayor of N.O. ) deliberately planned this.
( a example of proof of this ? look at all those school buses at the mayors hand that he could have used to have evacuate those people, but, didn't use them )
( they ( the gov of LA and the mayor of N.O. ) didn't start to evacuate until President Bush told them to get off their butts to evacutate those people, and President Bush told them 3 days in advanced that evacuate, but, they ( Gov of LA, and Mayor of N.O. dragged their feet , until the last moment )
They deliberately dragged their feet to make the situation worse so they can put the blame ( with the help of the MSM, the Liberals, Democrats, The Black Ruckus = Black Caucus ) on President Bush and the Republicans so they can use this for political gain for their lust for getting back into power in Washington.

I understand. The finger pointing has just started, and this will become very heated and will go on for years to come.
But the bottom line here is, everyone watched this hurricane for days before it hit.
No, we didn't know exactly where it was going to hit, but we all knew it was heading towards the Gulf.
The troops, aircraft, food, water, everything should have been ready and it should have been deployed immediately, and troops should have been parachuting in within hours of the storm passing. Period.
