Good lawd...it is the No. 1 sea port in the U.S. as far as exporting Midwestern grain and goods, receiving oil and refining it, and it is the nation's top convention and tourism sites.
The point is not to abandon it. The point is to keep all the facilities you have mentioned and to rebuild the parts of the city that have been inundated and that will have to be demolished anyway at higher and drier locations.
