Along with the question of why the buses were not used to transport people away from NO, is the parallel one of who and where were the drivers for said buses. If the evacuation plan called for busing, there had to be drivers available. Perhaps the plan was to allow anybody with a drivers license to use their initiative to accept the responsibility for conveying citizens to safety.
