Well, a phallus is a penis (from the ancient Greek word), and something phallic is something shaped like or otherwise reminiscent of a penis. Priapus was the Greek fertility god who was depicted with an enormous, jutting phallus. He was most popular amongst the Romans though who adopted the Greek iconography, and they put statues of him all over the place.
Then I'm presuming that a 'jegger' is the thing that used to occupy the White House in the 90's.
