Here's my question: How many countries in this world are NOT trying to buy nuclear materials at any given time (for any number of reasons)?

Oh, that's precious. Alberta's Child recognizes that poor innocent Saddam, who doesn't even have a nuclear power plant anywhere in his country, might have a hankering to play around with yellowcake, y'know, just for fun.
