I remember seeing the guy using a battering ram to try and break into a bank. When he could break the window in the door one of his cohorts came in with a tractor with a scoop and used that to break the door open. A jewelry store had the entire safe taken and heaven only knows what they took out of Saks.

I think they want NO up and running again so bad that they are downplaying the crap that is still going on there now. The major players that did the serious looting still have a huge playground full of treasure and they are entrenched They will be hard to identify, let alone catch and prosecute. With people being allowed to freely move in and out of the city, they have a pipeline for their stolen goods, too.
