I did a Google search for "gross public dumb" and all I got was a handful of hits for a single article about Dick Durbin. The article was written by this guy John Armor ...

The categories run from "Simple Dumb" up to "Gross Public Dumb." A Gunny Sgt. contributed the list to a book entitled, "The Official Explanations," by Paul Dickenson. Long out of print, but I recommend it highly. Either that, or its predecessor, "The Official Rules," contains one of my all-time favorites:
