My goodfriend lives in Memorial, and we would have gone to her house, but she left. She headed to College Station.
I don't think Texas police or Nat. Guard will stand for any looting and pillaging. Plus people like you have guns, etc.
But...I still think a lot of panic for people was based on seeing the NOLA gang violence, which was most likely pre-planned by the gangs who stayed behind.
