why would they not want people aware if it is terrorism? I would think the basis of the alert system should be in play

why would they not want people aware if it is terrorism? Many reasons... but IMO the most likely in this case is that a large investigation is being conducted, and those in charge have clamped down on info so as not to jeopardize that investigation.
