As I indicated, we have been restructuring. In the latest set of restructurings, we completed efficiency reductions, taking it down to under 30,000. We've done a restructuring of the headquarters. Lieutenant General Ron Adams is now the overall SFOR commander there. And then we're going to reduce by about 30 percent by the spring of 2000 to get the force down to around 20,000 troops. And this is the NATO force. The U.S. contribution will be down at the 3900 troop level.
So that leaves us today then in the Balkans. We have our 30,000-man, or just under 30,000-man commitment in the Stabilization Force. Of course, we have a commitment of NATO forces in Kosovo with rear area commitments in Albania and Macedonia, and we are still facing Serb forces arrayed in three armies in Yugoslavia and in Montenegro.
These are a bunch of arm-chair generals.
Note that Gen. Horner and Gen. Schwarzkopf didn't sign it.
General Horner was also the commander of all allied air forces during Operation Desert Storm.
General Schwarzkopf is best known for his services as Commander in Chief, United States Central Command, and Commander of Operations of Desert Shield and Desert Storm.

McCain's amendment doesn't mention any Field Manual, but mentions the UN Treaty. I started to read it.
I was absolutely outraged at McCain and the rest of the Senators before, now that I read the UN Treaty, my outrage just went up exponentially.
This is worse than the worst imaginable in tieing our hands. It is even illegal to hand these terrorist prisoners to other countries who may torture them and we need to immediately let their countries know that we have them and so on, and so on. If the terrorists had written what they desire, it couldn't have been written better.

The real issue here is that our guys have always been tortured...no matter what war we were in....we were tortured. Throughout the Vietnam war....we (either the CIA or the military)....used torture of various types to get information. Well...we stand now...with a bunch of sitting quarterbacks who can control the game and they do believe that torture of any form is wrong. On the moral side, we have to agree. But on the reality side....not one single senator will rise when an American is taken and tortured. And that presents the major dilemma.
McCain in effect...is simply saying that you will have your methods written down...in field manuals...which they ought to be. And that you will obey the field manual, which they ought to.
The band-aid to this mess...is simply to let the members of the native country...whether it be Afghanistan or Iraq...take the prisoner and torture them as necessary by local methods. The senate can't do much about that...and we still get the same information.
