Driving your patrol car on the roads and stopping drivers who exhibit signs of being intoxicated works as well and as a plus requires someone to break the law to invite the police into their life. But the highway patrol also does area checks bringing in samplings of the cars passing by to see who no insurance, registration and other stuff that is significant and a rolling crime as well.

By being on the road doing this now and then, they make it more a threat to be driving around without insurance.
