Well if the dorm they supervise is also the dorm they live in, then they ~should~ be able to conduct the religious Bible study. Also if you work at a company and your employer asks you not to study your Bible (or any other book), then if it is during ~work~ hours then sure they can ask you not, to: that isn't what they are paying you for, but if you are on ~break/lunch/whatever~ then they can't ask you not to read or conduct your Bible study; I doubt that this RA is always offically 'Working'~ :)~!

They most certainly can tell me not to hold a Bible study class on their premises, whether I'm on the clock or not.

Pretty much. If the RA is in the dorm, he's on call. That's the whole point of having an RA. If he's outside the dorm, this rule has no effect.
