I don't know any men that moisturize (unless they're in the closet about it.) Heck, I don't even know too many women who moisturize. Most of the people I know are leading full lives and have better things to worry about than vanity.
I do. In the winter, on very cold, windy days. Face gets chapped, and even starts to peel, due to dryness.
It's not vanity to keep your face from looking like a prune and your lips from looking like raisins.
So you hang out with a bunch of ugly scratchy women? I'm a woman. If the women you know are half way smooth then they are moiturizing. Otherwise they would look like your buddies at the bar. And we are leading full lives with happy husbands.
Moisturizing is a good idea for anyone -- male or female -- whose skin is too dry. Soap and hot water are unnatural and tend to dry out skin, so moisturizer is a good option for those of us who don't want to give up soap and hot water. Not sure that soap and hot water are very popular among the target audience of that State Department rag, though, so they probably don't get the need for any moisturizer, much less obsessing over different types for different parts of the body.
I moisturize my head since it is shaved clean. If I don't, it flakes.
