Why should we be surprised here?

This is just an extension of the irresponsible lifestyle of many of the "victims" of Katrina.

I would conjecture that many of these displaced inhabitants of the New Orleans "ghetto" had not earned a fair days wages in decades! So, why should we expect them to live any differently than in the manner exposed here?
