Well, they have fake voters. They've established they can elect dead people to office. They have dead people on thier voter rolls. They can ignore election laws to replace the incumbent on the ballot when they are down too far in the polls. Why is it such a stretch to have a fake representative?

There have been cases where I would rather have had NO representative that the one I ended up with.
