Remember, the issue at hand is checking IDs of people already on the bus. That photo indicates the pointlessness thereof.
The 7/7 bombers all had IDs in their possession. Checking their IDs, but not their backpacks, would not have stopped them.
Given that the chances of getting killed in a bus bombing are far less than the chances of getting killed in a car accident or struck by lightning, I'd say the people you're referring to have their priorities straight.
