The word around my NJ town is that post-Monica the rate of BJ's is way up in both high and middle schools.
I recently heard the following about a local high school field trip but cannot verify if it is true.
While on the bus, one of the chaperone's received a phone call from one of his colleagues back at school. The in-school teacher asked the chaperon what he was doing. When the chaperon replied that they were chaperoning a field trip, the teacher responded "like hell you are". The chaperon was informed that there was a "lot" of oral sex going on in the back of the bus and that he had better get to the back and find out what was going on. The chaperon was confused and wanted to know how the teacher at school knew this when he did not. The teacher was looking at a photo taken with someone's cell phone and transmitted to his friends back at school. The teacher had found a group laughing at the photo.
While this may not be a true story, the sad part is that it is plausible at least here in NJ.
The girls are getting the short end of the stick in this case because the girl can be identified from the pictures while the guy cannot.

Prior to the 90s, girls tended to view oral sex as something more intimate than sex. The view now among women in general is that oral sex is not that big of a deal and not really sex - more like just messing around.
While this may sound bad, it has had that side effect of women being more inclined to save intercourse for relationships.
I'm not saying this is good or bad - so please don't shoot the messenger.

In Cambridge MA they had a girl doing that in the back stairway with some of the boys. She was in the 5th grade. They tried to keep it quiet because she was part of a special program. to bring children to that school.
