I think you have to have a gun permit to buy any ammo (hollowpoints or FMJ) in NYC.

This is false. Here in Indiana I can buy any ammo in stock, no questions asked.

I think the article is about New York law.
Before they were banned in California, I bought my dad (LAPD, now retired) a few boxes of "Black Talons" rounds for Christmas. The cops he worked with loved them.
