BS. It was not a secret how Taum Sauk reservoir was built. The state was involved in approving the construction and performing regular inspections from start of construction to present. Just because a clueless bureaucrat shoots off his mouth to the press doesn't make it so. When the investigation is complete, the problem will be identified. But it won't be something that was secret to the inspectors, unless they're simply morons.
