As Senate Majority Leader, Frist must vote Against the motion to invoke Cloture in order to be able to push the motion to invoke Cloture again.

It is procedural.

His NO vote is not the same as the other four.

Nope. There is no limit to the number of times cloture motions can be filed on a given matter. See a number of judicial noiminees subjected to numerous cloture motions.

A motion to reconsider has the effect of holding this cloture vote in limbo, until the motion to reconsider is voted up or down. If the motion to recondier is voted down, then this cloture vote stands. If the motion to reconsier is passed, this cloture vote is taken again, and may resolve in favor of cloture.
