At the risk of trying to communicate with someone who is predisposed to think law enforcement has nothing better to do than stand around and get paid to do nothing:

In those three extra hours, they can:
collect physical evidence
collect testimonial evidence
identify witnesses
take measurements
take photographs
secure the scene to ensure it is safe for the general public

and those are just for starters.

As a taxpayer, I would think you'd be interested in law enforcement doing all they can to gather information and evidence while the scene is fresh, not to mention ensuring your safety, so that less taxpayer funds are spent on defending a civil suit arising from the incident. Many agencies and muncipalities are insured. Others are self-insured. Regardless, thousands of dollars of YOUR money are spend defending suits brought by incidents just like this.

If you're so outraged at how long you have to wait, it might be worth your energy to find out how much money is spent in your immediate area defending civil suits against law enforcement officers who are simply doing their jobs. Then you'd really be outraged.

collect physical evidence shell csaings- check, screwdriver - check, tag & bag some dirt that we'll
                                      match to the deceased's clothes & pick up some of dem rocks....yeah    
collect testimonial evidence "yeah, I shot his miserable ass !"
identify witnesses you mean the ones in San Diego, by now
take measurements of what, pray tell
take photographs of the deceased who's long gone ? of his rocks ? of the dirt ? of passing motorists ?
secure the scene to ensure it is safe for the general public dem pesky rocks again

and those are just for starters for those who need job security & OT.
                 (You an ambulance chaser by profession/avocation ?)

As a taxpayer, I would think you'd be interested in law enforcement doing all they can to gather information and evidence while the scene is fresh, not to mention ensuring your safety HUH ? the perp's dead ! , so that less taxpayer funds are spent on defending a civil suit arising from the incident by one of your fellow travelers from the ACLU ?. Many agencies and muncipalities are insured.we're only talking 'bout the grandstanders from the CHP - got it ?  Others are self-insured. Regardless, thousands of dollars of YOUR money are spend defending suits brought by incidents just like this. Don't care 'bout other agencies - cuz they don't unnesessairly shut down the freeway.
