A bit of googling reveals that the article is somewhat deceptive ... Porto Santo is indeed 2 hrs by ferry from Madeira, but is 15 min away by air. There are regularly scheduled flights from Madeira, from Portugal, and other places. The single runway is 3000' long; it ain't LAX, but it will do for an A320.
