In the Canadian parliamentary system, free votes are rare. One must vote in accordance with the decision of the party caucus unless the members have been released to vote their conscience. And you can imagine, such votes are few and between in Canadian history.

The free vote is in the Conservative Party's platform. It was started by Preston Manning who started the original Reform Party. It stays that way today. The Liberals OTOH, you don't DARE to defy the Party Line or your O U T!! To the back benches you go.
