28 gauge with No. 8s isn't going to do anybody any lasting harm, unless they get hit with a pellet in the eye. Not at at the reported 30 yards, but at 3 yards it certainly would.

P.S. I couldn't see the Veep accidentally shooting somebody who was right on top of him. I can sure see it happening at 30 yards, especially if there was some cover in the field, and he popped up or moved out of cover just as the shot was fired.
