"Especially troubling was Cheney's failure to notify the mayor of Los Angeles."

According to NOLA Mayor Nagin and former FEMA head Michael Brown, the Bush administration knew about the incident before it even happened, but failed to take the appropriate steps to warn Whittington in advance.
