The Violence Against Women Act signed by President Bush on Jan. 5 contains an almost unnoticed attachment.

Subtitle D, also known as the International Marriage Broker Regulation Act of 2005 (IMBA), will become law when VAWA is enacted. The IMBA is an ostensibly noble measure with a surprising and ominous twist.

The scant attention directed toward the IMBA has been positive.

A headline in Washington State's The Daily Herald announced, "Mail-order brides gain protection" with the subtitle "The mother of a murdered immigrant hopes that pending federal legislation will keep foreign brides from abuse, neglect and slavery."

The "murdered immigrant" refers to Anastasia King, a "mail-order bride" from the former Soviet Union. In 2000, King was murdered by her husband in Washington State where the case created a sensation largely because the husband had violently assaulted a previous "mail-order bride."

Rep. Rick Larsen, D-Wash., and Sen. Maria Cantwell, D-Wash., who championed the measure for years, introduced the IMBA to Congress.

Some parts sound reasonable. For example, U.S. consulates will provide "mail-order brides" with brochures that explain their legal rights.

Other parts sound draconian. For example, the IMBA requires American men who wish to correspond with foreign women through private for-profit matchmaking agencies to first provide those businesses with their police records and other personal information to be turned over to the women.

Corresponding with a foreigner is legal. Marrying a foreigner is legal. Immigrating spouses and their husbands go through rigorous and lengthy screening before visas are issued. U.S. laws against violence protect "mail-order brides."

Now American men who wish to pursue a legal activity must release their government files to a foreign business and foreign individuals for their personal benefit.

(Note: The act's language is gender-neutral but its clear purpose is to protect foreign women from predatory American men. Application to "male-order husbands" would be incidental as such 'brides' are relatively rare.)

The disclosure requirement is detailed under the provision entitled "Obligations of International Marriage Broker With Respect to Mandatory Collection of Information."

An international broker cannot provide contact or general information on a foreign woman to an American man unless that broker first collects and discloses to the woman the following information about the man:

Every state of residence since the age of 18; Current or previous marriages as well as how and when they terminated; Information on children under 18; Any arrest or conviction related to controlled substances, alcohol or prostitution, making no distinction on arrests not leading to conviction; Any court orders, including temporary restraining orders, which are notoriously easy to procure; Any arrest or conviction for crimes ranging from "homicide" to "child neglect"; Any arrest or conviction for "similar activity in violation of Federal, State or local criminal law" without specifying what "similar" means. U.S. law will provide foreign women with extensive government information on American suitors that is not similarly offered to American women — which it shouldn't it be either.

Contacting a woman for romantic purposes — internationally or domestically — is not a crime. Those who do so are not a priori criminals who must prove themselves innocent before being allowed an e-mail exchange.

Get it through your head that we are not talking about marriage agencies here!

We are talking about the government regulating how and who gets to talk to whom...and offshore for that matter!

This isn't the local US consulate informing fiances of their husband's criminal record in the USA.

I have every intention of breaking this law and letting everyone know about it.

100 million single Americans no longer have the right to have someone introduce them to someone.

I'd go on strike. Really. If I were serving. I would. And I would make a very loud point of explaining why.

This seems discriminatory to American women. Shouldn't the government be requiring all dating services to process criminal, financial, divorce, health, gun ownership and political affiliation background checks before allowing any introductions?

And why stop at dating clubs? Why not bars, church potlucks or gyms?

What's with all the half-*ss fascism? We need maximum totalitarianism!

I wonder what kind of demons a man must possess that he would deem all American men guilty of being a "child molester, rapist murderer etc." until proven innocent.

I just made some phone calls and found out more about this BS law. The good news is as follows:

The women, who of course want lots of great American guys to get their email address without bureaucratic delays just get the name of the guy and his word on a form that he has no criminal record. I guess they could do a Google search on him from that. The agency does not have to do any checking. The man can lie if he wants to, but 99% of us guys won't have to lie.

The women from Eastern Europe do not understand the concept of paranoia that, clearly, the US Democrats and Republicans want to teach them with this law. The true horror of this law is that it attempts to convey the paranoid, man-hating culture of the USA.

And what if I actually had beat up the left wing professor in Davis, California who was acting like such a traitor in June 2004? What if this fairy pinko had put a "restraining order" on me because he was scared to debate the Iraq War with me after he committed treason in front of a class?

If that had happened, and it did not, I know I might have trouble getting visas into other countries who've been convinced by left wing Americans that Americans who visit their countries have to have their noses clean in that regard (meaning any left-wing professor can ruin any of our lives if he makes one phone call saying he feels "threatened").

But now, if it happens to someone that some freakazoid professor puts a restraining order on them...they are supposedly required by law to tell the truth about that in order to say hello to someone?

And we single guys are supposed to remain loyal Republicans?

Single guys are supposed to fight for "freedom"?

I think guys should set up "agencies" and "sell" email addresses to their friends and announce that they have done such business without following the new law.

A lower court will probably strike this fool law down.

Cripplecreek's profile actually states that he is a libertarian of all things. And he is really against judges for some reason.

Apparently, he is a libertarian for everything that suits his own purposes.

I don't know what not having a leg has to do with his animosity toward American single guys and their right to say hello to someone, without submitting paperwork.

What Cripplecreek and MEGoody do NOT understand is that this is about filling out US government paperwork to MEET SOMEONE. Do they have any idea how serious that is as an inroad into our private lives??

This isn't like Megan's Law, which is designed to protect children. This is now about adults being regulated in their interactions with one another.

I don't think Bush fully understands what he signed.

This also isn't about whether a woman thinks it cool or not (or fair or not) that men ignore her for foreign women. She will be filling out paperwork soon in order to sign on to Match.com.

By the way: The new law is only applicable to websites and agencies that do most of their business introducing foreigners to Americans. So Match.com can still introduce American men to Russian women with no US Government Regulation!

Isn't that wonderful boys and girls?! The government is not YET going to be regulating Match.com. So we are still free.

Yes and thank him for me. He is a better man than I. Tell him to run for Congress against one of the 40 bozos the Dems just lined up from a bunch of JAG officer quitters. I served in the Cold War...but that doesn't have the political cachet of Iraq War Veteran. :-)

Just a quick comment. Doesn't it seem that we already have TOO MANY LAWS. Last I checked, entering our country illegally and staying here with fake I.D. was a crime.

I am getting soooo tired of this selective enforcement of laws AND to a greater extent, selective granting of RIGHTS. Some people have freedom of speech but others have it MORE haha. Sorry just venting as I watch my rights erode.

After March 7th, I will sell the following woman's phone number and email address as an agency to a nice guy. She doesn't care about me having him fill out US government paperwork...so I won't do it.

Let the government dare prosecute this unconstitutional law.

I've traveled to Ukraine. From their fishing villages and coastal cities to their capital. I was there during Christmas and New Years eve. Had one of the best times of my life, while conducting myself like an American gentlemen.

Their femininity has a power over men. They get their way without a man knowing that he's been bested. Something every American man should experience at least once in his life. But my personal weakness is Asian women.

That is actually a topic for another thread. This thread is entirely about having a major right taken away with the stroke of George Bush's pen on January 6th.

But, in the case of Russia, the living conditions are approaching those of American cities now. The Russian women do want the freedom to move around the globe a bit more, but the best looking women like the one above are not available to anyone who doesn't look like Bruce Willis.

Well...they aren't as looks conscious as American women either...but that doesn't make them whores.

But this thread is all about saying "hello" and how the Republicans struck down this law last fall before they allowed it to sneak through via the socalled "Violence Against Women Act" signed on January 6th.

It sounds like the Republicans sold single guys out in order to make a deal involving Alito or something.

For instance, Maria Cantwell who is the Democratic Senator from Washington who created and pushed through this BS Law...actually voted against the Alito Filibuster at great political cost to herself among the leftists.

Did she sell her Alito Filibuster vote to get this law passed by the President?

This sort of thing happens every day in Washington.

The question is what do those of us who care about our rights do about it now?

I wish it were that way in real life.I know lots of"honorable"men who got screwed royally cause their hearts and noses were wide open.
I'm sure there are many women out there with a similiar tale to tell but I'm a man and I naturally see things through a male lens.
