The President isn't running...
Opposing him on this issue, correctly, makes Republicans running in November that much more appealing to moderates and swing voters.

This whole thing has rope a dope written all over it. Ah... strategery. Just like when the President gave the order for Cheney to execute the hit on Harry. It almost gave enough cover for this to slip through, but not quite.

On the other hand, it invariably complicates the situation for those Congress critters which have closely alligned themselves to the administration.
Hence, I don't think it is rope a dope.
I think he has made a serious error in judgment, and may drag the party down with him.
