Actually, that was not your point. Your point was that without the right skills you will turn a luxury car into a "wheelbarrow full of nuts and bolts" and that the kids coming from the tech high schools have these skills.
Now, who is going to hire someone at whatever level to turn a customer's luxury car into a "wheelbarrow full of nuts and bolts"?
If the kids really can do what you claim they can do they will be hired at good pay by dealerships and established shops and they don't have to worry about getting a job.
And if jobs at these places are not available it is not due to illegals. It is because the supply of people with such skills -- which illegals obviously do not have -- is greater than demand.
