He was in Mexico, with Fox and the Canadian Prime Minister, HE was not the main speaker....
PLUS, he didn't mention the MM by name, but I do think he was trying to send them a message that to patrol the border is one thing...but to go the next step into vigilanteism will NOT be tolerated...(rightly so).
