If I wanted to assign a historical analogy, I'd say they are more like the immediate WWII years in Britain than the present.
Make that immediate pre-WWII years.
Definitely. I think it's planned. You know, Fudge denying the threat. Those who say it's coming are said to be deranged. When the threat comes the people rise up, take emergency action, fight hard. Elect a new, hardline, fierce leader to lead the charge, etc.
(Of course it could also fit in with the Cold War too)
