It's poorly written.
It's referring to Ibrahim Hooper whom I believe is listed as CAIR's Communications Director. You've probably seen him on TV.

I was wondering the same thing when I read the article. Just all the sudden - "Hooper himself...blahblahblah".
The guy from 'Jaws' is my guess?
