Look at where they're from, California and NM...that's why they proposed this, their states are really feeling the impact of immigration.
Maybe more to the point is that both CA & NM have large computer industries in their states & significant #'s of foreign (non-Hispanic) workers--skilled workers with H1B visas are competing with natives for silicone valley jobs. I suspect that those are the squeaky wheels they're (really) responding to.
