One of the first steps Israel would take, Olmert said was to hermetically seal the Gaza Strip.
"From now, according to instructions given by myself and the defense minister, Gaza is sealed off by sea and by land. No one goes out and no one goes in. This is the first step in a series of steps that we are considering, with patience but also with uncompromising determination that this terrorism has to end."
Minister Benjamin Ben-Eliezer told Army Radio on Tuesday that, "They have to understand one thing, that nobody is immune, including [Hamas' Damascus-based leader] Khaled Meshal. Nobody is immune."
Sunday's attack was claimed by Hamas' military wing, Iz al-Din al-Qassam, as well as the Popular Resistance Committees and a hitherto unknown group calling itself the Army of Islam.
