You keep using the word but I see nothing in the article where the mother told him not to do what he was doing. That came from a post about the Mom not keeping the child from wandering 5 feet away. My kids weren't allowed to do that. When I had to defend keeping my kids by me, I said they were obedient. It escalated from there.
