One news source (don't recall which one) mentioned the cell phones purchased were all capable of being on a specific frequency.
I think the answer came in another article. They were reselling them for profit...to fund terroist activities. I had thought of that, but it just seemed to simple. Why would anyone pay a mark up when they can go to Wal-mart and buy their own phones cheaper?
