I know someone who is involved in this Pardon process, and from what I have been told, all 99 of these Pardons are for crimes committed years ago and all of them are not repeat offenders and have been in good standing

I look at the types of crimes committed and even so, a few of them seem a bit questionable, it may just be me.

all 99 of these Pardons are for crimes committed years ago and all of them are not repeat offenders Well, we can look at the list above and determine that you were misled. One of the moonshiners got a pardon for multiple convictions. That shows that he was a repeat offender.
I suppose one could argue as to whether less than 10 years is sufficient to show a change of charecter. (The most recent conviction I noticed was from 1997 - less than 4 years before Bush took office.)
