It's so confusing trying to keep track of who are terrorists and who are freedom fighters...

Both the term terrorist and freedom fighter are thrown around all too easily.
Let me help. While Pakistan is sheltering Bin Ladin, and Iran is threatening everyone within missile range, Balochi insurgents are freedom fighters.
When Pakistan gives up Bin Ladin, and Ahmadinejad aquires room temperature, the Balochi insurgents will become terrorists.
Unless the whole thing unravels and we find ourselves at war with either Iran or Pakistan, and the Balochis provide our guys with safe haven, in which case they will gain the status similar to the kurds, and will be protected for their own sake.

If you fight only the security forces for your rights, then you are a freedom fighter. This is a necessary condition.
If you kill innocent people, because they are on the "opposite side", then you are a terrorist.
I guess there would be other add ons like - Is the population with you etc. But the key thing is a freedom fighter will not target civilians.
